Abstract
National health programmes are often judged by whether planned activities were completed, yet effective evaluation at the primary care level requires a broader view. Primary care is where many national policies become real services: vaccination, maternal and child health, screenin g, infectious disease control, chronic disease management, health education and referral. This narrative review explains how a national health programme can be evaluated at this level using a practical framework that connects resources and implementation p rocesses with service coverage, quality, equity, continuity and health outcomes.
